Adolescent Assessment

Adolescents may be referred to The Council by the court system, law enforcement, schools, Department of Social Services, or they may have a voluntary assessment.

First Time Offender Program

The officer has chosen to provide you with a referral to the First Time Offender Program, rather than issue you a citation at this time. The purpose of the First Time Offender Program is to give you an alternative. It is designed to give you and your parents an opportunity to take a look at the way your use of alcohol/or drugs may impact on your lives and make appropriate changes so you don’t experience future problems.

WHAT DO I DO NOW?

  • You must contact the Council on Alcohol and Other Drug Abuse of Washington County within 5 working days to make an appointment for your initial screening.
  • Whenever possible, your screening will be scheduled within 14 days of your phone call.
  • There will be a fee charged for the screening. This will be explained when you call to schedule the appointment.
  • It is mandatory that a parent or guardian attend the screening if you are under 18 or still in high school.
  • Based on the results of this screening, you may be referred for additional education or counseling.
  • You must successfully complete all follow-up recommendations, including fulfilling any financial obligations. These costs are your responsibility.

IF I DON’T COMPLY, WHAT WILL HAPPEN?

The law enforcement agency that you had contact with will be notified by the Council of your choice to not participate fully in the program. You will then be issued a standard citation for possession and/or consumption of an intoxicant and you will face the penalties for such an offense if convicted.

NOW THE CHOICE IS YOURS. . . YOU HAVE TWO OPTIONS TO CHOOSE FROM

1. Comply with the provisions of the FTO program by participating in the screening review and complying with all recommendations made by staff at the Council.

-OR -

2. Fail to Comply with the provisions of this program and subsequently be issued a citation for underage consumption and/or possession and face the penalties imposed by the law.

This is a one time opportunity. . .
If you are arrested again, you no longer have the privilege to participate in this program.
